WhatsApp API Volume Tiers: How the Discounts Actually Work
Your provider mentioned "volume discounts" on the sales call, and your invoice still shows the same per-message rate it always has. Both can be true. WhatsApp API volume tiers are real, but they apply to only two categories, they are counted separately for every country you send to, and the thresholds are set high enough that many businesses never cross the first one.
When you do cross them, the savings are modest but automatic, and they are calculated in ways that surprise people: per market, across every messaging account you own, and only for the messages above each line.
This guide explains the rules Meta uses, shows real tier tables as of October 2026, works through the math, and covers the edge cases that confuse finance teams.
The rules in brief
Meta introduced volume tiers with per-message pricing on July 1, 2025. According to its pricing page:
- Utility and authentication only. Marketing, service and Meta Business Agent messages never get volume tiers.
- Per market and category. India utility, India authentication and Brazil utility are three separate counters, each with its own thresholds and rates.
- Counted across your whole business portfolio. Every messaging account the portfolio owns adds to the same counter for that market and category, even if they are integrated through different providers.
- Only charged messages count. Utility or authentication messages sent free inside a free entry point window don't move you toward the next tier.
- Marginal, not retroactive. Crossing a threshold lowers the rate only for messages in the new tier. Earlier messages that month keep the rate they were charged.
- Monthly reset. At midnight on the 1st, in each messaging account's timezone, the count returns to zero.
- Meta's count is final. Meta says tier insights are approximate and that tiers are determined solely by Meta.
Real tier tables, October 2026
Thresholds vary a lot by market. These are from Meta's interactive rate table on business.whatsapp.com, read on October 29, 2026, in USD per message:
| Tier | North America utility | North America authentication | Brazil utility |
|---|---|---|---|
| List rate | $0.0034 to 80,000 | $0.0034 to 100,000 | $0.0068 to 250,000 |
| Tier 2 | $0.0032 to 750,000 | $0.0032 to 500,000 | $0.0065 to 2 million |
| Tier 3 | $0.0031 to 2.25 million | $0.0031 to 2 million | $0.0061 to 17 million |
| Tier 4 | $0.0029 to 3 million | $0.0029 to 5 million | $0.0058 to 35 million |
| Tier 5 | $0.0027 to 6 million | $0.0027 to 10 million | $0.0054 to 70 million |
| Tier 6 | $0.0026 above that | $0.0026 above that | $0.0051 above that |
India is the extreme case. Its utility list rate of ₹0.115 holds for the first 25 million messages a month, while its authentication list rate drops after 750,000. Six tiers is the common pattern, with the top tier roughly 75% of list rate in these markets.
Markets that left a regional group change tier counters too. On October 1, 2026, nine markets, including Kuwait, Morocco and Ukraine, moved out of "Rest of" regions onto their own rate card lines. Messages to Kuwait now count toward Kuwait's tiers, not "Rest of Middle East".
Working the math
Say you send 1,000,000 utility messages to North American numbers in a month:
| Messages in tier | Rate | Cost |
|---|---|---|
| First 80,000 | $0.0034 | $272 |
| Next 670,000 | $0.0032 | $2,144 |
| Next 250,000 | $0.0031 | $775 |
| 1,000,000 total | $3,191 |
At list rate the same volume would cost $3,400, so tiers saved $209, about 6%. The effective rate is $0.003191 per message.
The same logic in India for authentication: 2,000,000 OTPs cost 750,000 × ₹0.115 plus 1,250,000 × ₹0.1081, which is ₹221,375 against ₹230,000 at list rate, a saving of 3.75%.
Two takeaways. Tiers matter at hundreds of thousands of messages per market per month, not thousands. And because they are marginal, your effective rate improves slowly through the month rather than jumping at a threshold. If you're building a budget, our WhatsApp API cost calculator includes a spreadsheet formula for tiered rates.
Edge cases Meta's own examples cover
Several messaging accounts, different timezones. Each account resets at its own midnight. For a few hours, a portfolio can be accruing toward July's tiers on one account and August's on others. Meta handles this per account, and the July account can still reach a higher July tier.
Two providers on one portfolio. Tiers are portfolio-wide, so if provider 1 sends the first messages of the month and provider 2 starts once you're in the third tier, Meta charges provider 2 the third tier's rate for everything it sends. Whether each provider passes that rate on to you depends on its own pricing, which is a good question to ask when reading a quote; see our guide to WhatsApp BSP fees.
Switching to authentication-international mid-month. If your business becomes subject to authentication-international rates on the 15th, volume keeps accruing for the month, and from the 15th the tier you've reached applies to the international rate instead. Our guide to authentication message pricing explains who is eligible.
Free messages. Utility templates in a free entry point window are free and don't count. Utility templates sent inside an open customer service window became charged on October 1, 2026, so they now count toward tiers.
Tracking where you are in the month
Meta sends an account_update webhook with the event VOLUME_BASED_PRICING_TIER_UPDATE when a messaging account reaches a new tier in any market. This payload is adapted from Meta's documentation:
{
"object": "whatsapp_business_account",
"entry": [{
"id": "102290129340398",
"time": 1743451903,
"changes": [{
"field": "account_update",
"value": {
"event": "VOLUME_BASED_PRICING_TIER_UPDATE",
"volume_tier_info": {
"tier_update_time": 1743451903,
"pricing_category": "UTILITY",
"tier": "25000001:50000000",
"effective_month": "2025-11",
"region": "India"
}
}
}]
}]
}
tier gives the new tier's bounds, region the market and effective_month the month it applies to. Meta notes the same tier change can trigger more than one webhook, and you should treat the one with the smaller tier_update_time as official. A minimal handler that keeps one record per change:
def on_account_update(value, store):
if value.get("event") != "VOLUME_BASED_PRICING_TIER_UPDATE":
return
info = value["volume_tier_info"]
key = (info["region"], info["pricing_category"], info["effective_month"], info["tier"])
existing = store.get(key)
if existing is None or info["tier_update_time"] < existing["tier_update_time"]:
store[key] = info # keep the earliest webhook for this tier change
For month-to-date progress rather than threshold events, Meta's pricing_analytics endpoint reports tier information for delivered messages.
Do volume tiers matter for you?
A quick way to decide:
- Under the first threshold in every market? Ignore tiers and budget at list rate. This is most small and mid-sized senders.
- Near a threshold in one market? Make sure all your messaging accounts sit in one business portfolio, since separate portfolios don't share counters.
- On multiple providers? Ask each how it bills messages sent at tier rates.
- Mostly marketing? Tiers won't help. Meta's lever there is max price on the Marketing Messages API.

Where Tenashi fits
Volume tiers reward businesses sending hundreds of thousands of templated messages per market each month. If that's you, the Cloud API with tiered rates is the right tool, and Tenashi isn't a substitute: it doesn't send templates, OTPs or high-volume alerts, and it isn't Meta's official platform.
If your WhatsApp is closer to a few thousand conversations a month, you'll pay list rate on every metered message and never see a tier. Tenashi prices that kind of usage differently. You link your existing WhatsApp or WhatsApp Business number with a QR scan, your team works DMs and groups from one shared inbox with a CRM under every chat, and the price is a flat monthly fee from $18/mo with no per-message charges. Sends are paced to protect your number, though WhatsApp can still ban numbers that spam.

FAQ
Which WhatsApp messages get volume discounts?
Only utility and authentication messages. Marketing, service and Meta Business Agent messages are charged at a flat rate per market regardless of volume. Within utility and authentication, each market has its own tier thresholds and rates, and Meta counts each market and category separately, so India utility and India authentication are tracked as two counters.
Do volume tiers apply retroactively to the whole month?
No. Tiers are marginal. When your monthly count for a market and category crosses a threshold, only the messages in the new tier get the lower rate. Messages sent earlier in the month keep the rate they were charged. Your effective rate therefore drifts down gradually as volume grows.
Are volume tiers counted per WhatsApp number?
No, per business portfolio. Meta adds up charged messages for each market and category across every messaging account the portfolio owns, including accounts run through different providers. This differs from the free service allowance, which is per phone number. Separate business portfolios do not share tier counts.
When do WhatsApp volume tiers reset?
Monthly, at midnight on the first day of the month in each messaging account's timezone. The count for every market and category returns to zero. If your accounts use different timezones, they reset at different moments, and Meta tracks each account's month separately during that overlap.
How do I know which tier I'm in?
Subscribe to the account_update webhook. Meta sends a VOLUME_BASED_PRICING_TIER_UPDATE event when a messaging account reaches a new tier, naming the market, category, tier bounds and month. For month-to-date progress, query the pricing_analytics endpoint. If duplicate webhooks arrive, Meta says the earliest timestamp is official.
Tiers are a bonus for high-volume senders, not a pricing strategy. If your traffic is conversations, see how Tenashi works at a flat monthly price.
