Meta Business Verification for WhatsApp API: Full Guide

Your WhatsApp API number works, your templates are approved, and then the ceiling appears: you can only start conversations with 250 people a day, you can't add a third number, and your provider says "you need to verify your business first". Then the submission comes back rejected with a one-line reason that does not say what to change.

Meta business verification for the WhatsApp API is a check of your legal business identity, done once at the business portfolio level. It is not the green tick and it does not approve your display name, but it gates several things that matter as you grow. This guide covers what it changes, what to prepare so the first submission passes, how to check status by API, and how to fix the rejections Meta's own help pages describe.

What verification changes on WhatsApp

Verification belongs to the business portfolio, so one successful submission covers every WhatsApp account, Messaging account and number in it.

Unverified portfolioVerified portfolio
Business-initiated messaging limit250 unique users in a moving 24 hoursEligible for 2,000, then automatic scaling to 10,000, 100,000 and unlimited
Registered phone numbersCapped at 2Cap raised to 20 automatically
Official Business Account (green tick)Not eligibleEligible, if the other criteria are met
Becoming a Tech ProviderBlockedRequired first step
Embedded Signup onboarding (for partners)10 new customers per rolling 7 days200, once App Review and Access Verification are also done
Advanced access to permissionsNot availablePossible through App Review

Two caveats. Verification is one of three scaling paths to the 2,000 limit, not the only one: partner-led verification and sending 2,000 delivered messages outside the customer service window to unique users within 30 days, using high-quality templates, also qualify. And after any path, Meta still reviews your message quality before approving the increase. Our guide to WhatsApp API messaging limits explains the tiers.

The badge itself is a separate request with its own criteria, covered in our WhatsApp green tick guide.

What verification does not change: your throughput, your template approvals, your quality rating or your display name. The display name has its own review, covered in our post on the WhatsApp API display name.

Before you click Start: make your details match

Most rejections come from mismatches, not from missing paperwork. Meta compares what you type with public records and with the documents you upload, so line these up first.

  • Legal business name. Enter it exactly as it appears on your registration documents, including suffixes like "Pvt Ltd" or "LLC". A brand name in the legal name field is the classic failure.
  • Address. The full registered address, matching your documents. Partial addresses get rejected.
  • Phone number. One that appears on a document or public record for the business.
  • Website. It has to load over HTTPS, belong to you and show your business name or logo. A parked domain or a bare "coming soon" page is a problem.
  • Email. An address on the same domain as the website makes the connection easy to confirm.

Then gather documents. Meta asks for official documents when it can't match your business automatically, such as a business licence, a registration or incorporation certificate, or a tax registration. Have PDFs or clear scans ready before you start, because Meta's partner-led flow, for example, accepts PDF, JPEG and PNG files up to 5 MB each.

How to submit

You can start from either place:

  • Meta Business Suite: your business portfolio's settings, in the Security Centre.
  • App Dashboard: Settings > Basic > Verification, or the Tech Provider onboarding page if you are becoming a partner.

Only an admin of the business portfolio can complete it. Meta's flow then has three parts:

  1. Verify business details: legal name, address, phone number, email and website. Meta searches for a matching record. If none matches, choose the option that your business is not listed and upload documents.
  2. Confirm your connection: pick how Meta should get in touch to confirm you are connected to the business, such as email or phone.
  3. Upload documents if Meta asks for them, to prove the legal name and, where needed, the address or phone number.

Meta does not publish a fixed turnaround for self-serve submissions. Its partner documentation describes partner-led decisions as taking "minutes instead of days", which is a fair hint at what to expect on your own.

Check status by API

If you run more than one portfolio, or onboard customers, poll the status instead of refreshing Business Suite:

curl -G "https://graph.facebook.com/v23.0/BUSINESS_PORTFOLIO_ID" \
  --data-urlencode "fields=verification_status" \
  -H "Authorization: Bearer $WHATSAPP_TOKEN"
{ "verification_status": "verified", "id": "BUSINESS_PORTFOLIO_ID" }

Possible values include not_verified, pending, pending_need_more_info, pending_submission, verified, rejected, failed, expired, revoked and ineligible. Use the current Graph API version from Meta's changelog. When the messaging limit rises after verification, Meta also fires a business_capability_update webhook and emails you.

Why submissions get rejected, and the fix

Meta's troubleshooting page for failed verification lists the same handful of causes again and again. Here they are with the fix for each.

Rejection causeWhat it usually meansFix
Name on document doesn't match the submissionYou typed a brand name, or the document uses the full legal formChange the legal name in Business settings to match the document exactly, or upload a document that shows the name as entered
Address incomplete or differentMissing unit, district or postcode, or an old officeUse the registered address from the document, in full
Phone number can't be confirmedThe document does not show the phone, or shows it without the business nameUpload a document showing both the business name and that number
Self-filled documentA form you completed yourself with no official seal or signatureUse a government-issued or officially stamped document
Document language not supportedRegistration papers in a language Meta can't reviewAdd a translation carrying the translator's official stamp
Website problemsThe site doesn't load, isn't HTTPS, or doesn't show the businessFix the site so it loads securely and names the business; use an email on that domain

If a denial lands on your messaging limit instead, Meta's account_alerts webhook carries an alert_type. INCREASED_CAPABILITIES_ELIGIBILITY_NEED_MORE_INFO means verify your identity or take the 2,000-message path; DEFERRED and FAILED point you to the message-volume path.

Partner-led verification

If you onboarded through a Solution Partner in Meta's Select or Premier tiers, they may be able to submit verification for you. Meta says these decisions average about five minutes, though some take several hours. A partner gets three attempts per client; after three rejections you have to verify on your own. It is worth asking your provider before you start the self-serve flow, especially if you are stuck at 250.

Where Tenashi fits

Verification is the usual route on Meta's platform once you need more than a couple of numbers, room beyond the 250-user starting limit, or a green tick. If your actual problem is that your team needs to reply to customers on your existing number, from one shared inbox, Tenashi does not require any of it. You link your WhatsApp or WhatsApp Business number with a QR scan and the team works DMs and groups together, with a CRM, notes and follow-ups, from $18/mo.

The honest limit: because Tenashi runs on your own number rather than Meta's platform, it can't give you an Official Business Account or lift Meta's limits. Its sends are paced, and new chats via its API are capped at 50 per number per day, so it is a conversation tool, not a mass-outreach one. FAQ

Is business verification required to use the WhatsApp API?

No. You can create an app, use Meta's test number and register a real number without it. An unverified portfolio is limited to 250 unique users a day outside the customer service window and two registered numbers. Verification becomes necessary when you want to scale, add more numbers, become a Tech Provider or apply for a green tick.

How long does Meta business verification take?

Meta does not publish a fixed timeline for self-serve submissions. Its partner documentation contrasts partner-led decisions, which average about five minutes, with self-serve ones that take days. Prepared details that match your documents shorten it more than anything else, because mismatches send you back to the start of the flow.

Does business verification give me the WhatsApp green tick?

No. Verification is one requirement for an Official Business Account, not the badge itself. Meta also requires 30 days on the platform, two-step verification on the number, an approved display name and policy compliance, and then reviews a separate request. A declined request can be resubmitted after 30 days.

Do I need to verify each WhatsApp number separately?

No. Verification sits on the business portfolio, so every WhatsApp account, Messaging account and phone number under that portfolio benefits. Display names, however, are reviewed per number. If you run several brands, keep in mind that each portfolio needs its own verification, and numbers cannot move between portfolios under Meta's new account model.

What should I do after a rejection?

Read the rejection reason, then fix the mismatch it names before resubmitting: usually the legal name, a partial address or a document that lacks the business name. Upload a different official document if needed. If a partner submitted for you, they have three attempts; after that, finish the verification yourself in Meta Business Suite.

Verification is a one-time paperwork exercise that decides how far your WhatsApp setup can grow, so line up the details before you submit. If you want your team working WhatsApp this week without it, get started with Tenashi.
