WhatsApp Business Account (WABA): What It Is, Who Owns It
Your provider keeps saying "your WABA". Your developer needs the "WABA ID". And since September, Meta Business Suite shows two tabs where there used to be one. Behind the jargon sits a question that matters a lot more than the acronym: if you leave your provider, what do you keep?
A WhatsApp Business Account (WABA) is the account on Meta's WhatsApp Business Platform that holds a business's WhatsApp assets. In late 2026 Meta split it into two account types, which changes how numbers, templates and billing are owned and shared.
This guide explains what a WABA is, the new structure, the limits that come with it, who owns what, and a checklist to make sure the channel stays yours. For the platform as a whole, see the complete guide to the WhatsApp API.
What a WABA is, and what changed in 2026
Until September 2026, a WABA was one container for everything: your business phone numbers, message templates, billing, webhook subscriptions and partner access. That bundling caused a problem Meta describes directly: a business that wanted two providers needed two phone numbers, so customers saw it as two separate contacts.
From September 23, 2026, rolling out to all businesses by mid-October, Meta split the WABA into:
- A WhatsApp account, which holds one business phone number, its display name, business profile and catalog, and in future a business username.
- A Messaging account, which holds message templates, billing and payment methods, and webhook subscriptions.
Your existing WABA ID now identifies your Messaging account. The ID value and the waba_id field name did not change, so existing API calls keep working. Meta's account model page maps where each asset moved:
| Asset | Before (WABA) | After |
|---|---|---|
| Phone numbers | Under the WABA | Under a WhatsApp account |
| Templates | Under the WABA | Under a Messaging account, per partner |
| Billing and payment methods | Under the WABA | Under a Messaging account |
| Quality rating | Under the phone number | Unchanged |
| Business verification | Under the business portfolio | Unchanged |
| Webhook subscriptions | Under the WABA | Under the Messaging account |
One common confusion: a WABA is not the WhatsApp Business app. The app is a free phone app; a WABA only exists on the developer platform. Meta's terms of service still use "WhatsApp Business Account" to mean the new WhatsApp account, so you will see both meanings for a while.
Where it sits: the hierarchy
Everything hangs off a business portfolio in Meta Business Suite, the container that carries your business verification. Under it:
Business portfolio (verification lives here)
WhatsApp account hierarchy
WhatsApp account: +91 98000 00001 (display name, profile)
WhatsApp account: +91 98000 00002 (linked to the first)
Messaging accounts
Messaging account A: your own templates and card [old WABA ID]
Messaging account B: a partner's templates and credit line
Each WhatsApp account holds exactly one number, so a business with several numbers links its WhatsApp accounts into a hierarchy, with a primary account and linked ones. Share the primary with a partner and they get every number in the set.
A Messaging account can serve one or more WhatsApp accounts, and a single number can carry more than one Messaging account, typically one per partner. When your token can send through more than one Messaging account on the same number, Meta asks you to pass messaging_account_id on each send so it knows which account to bill. That parameter is optional today and becomes required for those setups with a new Graph API version in the first half of 2027.
The limits that come with it
Several platform limits attach to these accounts rather than to your app. As of October 2026, per Meta's accounts page and related docs:
| Limit | Value |
|---|---|
| Registered business numbers | 2 to start, raised automatically to 20 once the business is verified or reaches a 2,000 messaging limit |
| WhatsApp account hierarchies per business | 20 to start |
| Templates per Messaging account | 250 if the portfolio is unverified; up to 6,000 if verified with an approved display name |
| Template creation rate | 100 per Messaging account per hour |
| Owners per account | Exactly one business portfolio |
| Messaging limit | Set per business portfolio and shared by every number and partner |
| Throughput | Set per phone number and shared by every partner on it |
Two rules catch teams out later. A Messaging account cannot be moved from one business to another. And once a line of credit is attached, its time zone and currency cannot be edited, which matters for anyone billing in INR, BRL or another local currency. Our guide to WhatsApp API messaging limits covers the sending limits in depth, and WhatsApp API with multiple numbers covers running several numbers under one portfolio.
Who owns what, and why it matters
Ownership decides what you keep when you change providers. The new model shifts that in the business's favour, but only if your accounts sit in your own portfolio.
The WhatsApp account is always yours. Meta says a WhatsApp account is always owned by the client or direct developer, and can be shared with direct integrations and multiple partners, up to five Solution Partners at once. Your number, display name and quality rating stay with it.
The Messaging account can belong to you or a partner. If a partner owns it, the templates and billing set-up live with them. Templates are not shared across Messaging accounts. Meta's Template Migration API can copy them, but migrated templates restart their quality rating and messaging tier, with what Meta describes as a ramp-up of about 2 to 4 weeks.
Changing partners no longer moves the number. Under the new model, migrating a number from one Solution Partner to another is not supported. Instead, you share your WhatsApp account with the new partner, the number stays put, and conversations continue. You decide whether to remove the old partner.
Credit lines tie things down. If a Solution Partner attaches its credit line to a Messaging account you own, that Messaging account cannot be shared with another partner.
Verification is portfolio-level. Business verification, which unlocks higher limits and Official Business Account eligibility, belongs to the portfolio. Verify your own portfolio rather than relying on one a vendor created. The older model where a provider owned the account on your behalf is deprecated and no longer possible. Our guides to Meta business verification and switching WhatsApp API providers go further.
How to check what you have
You can audit your set-up in ten minutes.
In Meta Business Suite, open Settings, then Accounts. After migration you will see separate WhatsApp accounts and Messaging accounts panels. Open each account's Partners tab to see who has access and with which permissions. In WhatsApp Manager, the account selector at the top right switches between Messaging accounts.
From the API, request the Messaging account's fields with its WABA ID:
curl "https://graph.facebook.com/v23.0/WABA_ID?fields=name,status,currency,country,business_verification_status" \
-H "Authorization: Bearer $WHATSAPP_TOKEN"
{
"name": "Lotus Dental",
"status": "ACTIVE",
"currency": "INR",
"country": "IN",
"business_verification_status": "verified",
"id": "102290129340398"
}
Use the current Graph API version from Meta's changelog in place of v23.0. Also subscribe to the account_update webhook. It fires on policy violations and when you are removed from a Messaging account, so you hear about problems before customers do.
An ownership checklist
Run through this once, and again whenever you add or drop a provider:
- The business portfolio is in your company's legal name, with at least two admins from your own team.
- Business verification is complete on that portfolio.
- Every business number appears under your WhatsApp accounts, not only in a provider's dashboard.
- You know which Messaging accounts exist on each number and who owns each.
- The payment method is yours, or you have the partner's credit-line terms in writing.
- You keep an export of your templates: names, languages, categories and body text.
- Each partner's access is current, and former partners are removed.
- Someone monitors
account_updatealerts and WhatsApp Manager notifications.
If any line fails, fix it before you need it. The WhatsApp Business Platform map shows how these accounts connect to the rest of the platform.
Where Tenashi fits
Behind most WABA questions is a simpler worry: that the customer channel belongs to a vendor rather than to you. Tenashi avoids that by not using a WABA at all. You link the WhatsApp or WhatsApp Business number you already own by QR scan, as a linked device. The number stays registered to your phone, your chats and groups stay in your account, and if you stop using Tenashi you unlink the device.
On top of that number your team gets one shared inbox for DMs and groups, a CRM under every chat, roles and permissions, and a developer API with signed webhooks on every paid plan, from $18/mo.
The trade-off is real: no WABA means no templates, no green tick and no access to Meta's official platform features, and sends are paced for safety. If you need OTPs or high-volume alerts, you still need a WABA for those.

FAQ
What is a WABA ID?
It is the numeric ID of your WhatsApp Business Account, used in API calls for templates, phone number lists and webhook subscriptions. Since Meta's 2026 account change, the same ID identifies your Messaging account, and the waba_id field name is unchanged. Find it in WhatsApp Manager or in Embedded Signup's response when a partner onboards you.
Is a WABA the same as the WhatsApp Business app?
No. The WhatsApp Business app is a free phone app for running a business number by hand. A WABA is an account on Meta's developer platform that holds numbers, templates and billing for API use. A number registered to a WABA generally cannot also run in the app, except through Meta's coexistence feature.
How many phone numbers can one WABA have?
Under the new model, each WhatsApp account holds one number, and accounts are linked into hierarchies. A new business starts with 2 registered numbers, raised automatically to 20 once it is verified or reaches a 2,000 messaging limit. Businesses start with up to 20 hierarchies, so larger estates are possible.
Can I move my WABA to another provider?
You no longer move the number. Under the new account model, you share your WhatsApp account with the new partner, who works through their own Messaging account, while the number keeps its conversations. Templates need recreating or copying with Meta's Template Migration API, and copied templates restart their quality rating.
Do I need a WABA to use WhatsApp for business?
Only for Meta's official API. The free WhatsApp Business app needs no WABA, and neither do linked-number tools that connect your existing account as a linked device. You need a WABA when you want templates, per-message API sending, interactive messages, high volume or Official Business Account status.
Whatever route you take, make sure the number and the account behind it are in your name. If you would rather keep your number exactly where it is, start with Tenashi.
