WhatsApp Template Categories: Marketing, Utility, Auth

Every template you send through the WhatsApp Business Platform carries a label, and that label sets the price. Submit a payment reminder as utility and you pay the utility rate for that market. Add one line about a discount and Meta can approve it as marketing instead, which on October 2026 rate cards costs several times more.

The three WhatsApp template categories are marketing, utility and authentication. The definitions look simple, but the lines between them are where budgets leak and templates get reclassified. Meta also checks templates after approval, and businesses that keep mislabelling marketing as utility face escalating restrictions.

Here is how Meta draws the lines, with examples on both sides, how recategorization works, and what the gap costs.

The three categories at a glance

Meta's categorization guidelines define each one by purpose, not by format.

Two rules from Meta settle many arguments early. Templates with mixed content (an order update with a promo) are marketing. Templates whose content is unclear (a body that is just a variable, or just "Congratulations!") are also marketing.

The utility test: two conditions, both required

A template is utility only if it passes both tests:

  1. It is non-promotional. No offers, upsells, cross-sells, recommendations or renewal pushes. No persuasive intent at all.
  2. It is either specific to the user (clearly tied to their order, account, booking or transaction, or something they asked for), or essential to them. Meta's essential list covers public safety, public service notices, outages and disruptions, fraud, recalls and warranty alerts, and legal or regulatory notices.

The first test is where most templates fail. "Your order has shipped" passes. "Your order has shipped. Here is 10% off your next one" does not, and the whole template becomes marketing.

Authentication is narrower still. Only authentication templates may send one-time codes, and they must come from Meta's preset format with an OTP button. URLs, media and emojis aren't allowed, and parameters are capped at 15 characters.

Messages that sit on the line

These are the cases that cause most disagreements, using Meta's own published examples where possible.

MessageLikely categoryWhy
"Your monthly payment for your plan will be billed on the 5th to your saved card"UtilityAccount update, no persuasion
"Your subscription expires on the 5th. Renew today to save 15%"MarketingRenewal push with an offer
"You left 2 items in your cart. Check out now"MarketingRetargeting is marketing even when the user started it
"We found a car matching your saved search"MarketingMeta lists this as retargeting, even if requested
"Your delivery is delayed. We have added a credit to your account"MarketingMeta lists this apology-plus-credit case under retargeting
"Order 4821 delivered. Tell us if anything was wrong"UtilityFeedback tied to a specific order
"How are we doing? Take our 2-minute survey"MarketingA generic survey is not approved as utility
"Thanks for confirming. You will now get updates here"UtilityOpt-in management
"Happy birthday, Priya!"MarketingRelationship building
"123456 is your verification code" in a utility templateRejectedCodes belong in authentication templates only

The pattern: utility describes something that already happened to this customer. The moment a template tries to make something new happen, such as a purchase, a renewal or an install, it is marketing. For more wording on both sides, see our library of template examples.

How Meta recategorizes templates

Recategorization happens at two moments.

At creation. You choose a category and Meta validates it against the content. Since April 9, 2025, a template submitted as utility that Meta reads as marketing is approved as marketing, not rejected. You can request a review within 60 days.

After approval. Since July 2024, Meta runs a recurring check on approved templates. For a utility template that should be marketing, Meta gives one day's notice by email, WhatsApp Manager and the template_category_update webhook, then switches the category. The template stays approved and keeps sending, just at the marketing rate. A marketing or utility template that should be authentication is rejected on the first day of the following month.

You can see what is coming before it happens:

curl "https://graph.facebook.com/v23.0/WABA_ID/message_templates?fields=name,category,correct_category" \
  -H "Authorization: Bearer $WHATSAPP_TOKEN"

If category and correct_category differ, the change is scheduled. If correct_category is empty, the template is untouched. Use the current Graph API version from Meta's changelog in place of v23.0.

The enforcement ladder for repeat misuse

Businesses that consistently file marketing as utility face escalating restrictions, per Meta's page:

LevelWhat happensDuration
WarningWritten warning to admins. Utility-to-marketing changes become instant, with no noticeOngoing
Rate limitingUtility volume on the account is capped in a rolling 24 hours; excess is rejectedAt least 7 days
Utility restrictionAll approved utility templates become marketing; new utility templates and reviews disabled7 days, 30 for repeat cases
Portfolio restrictionThe same, across every account in the business portfolio30 days

Meta reports these through an account_update webhook with a restriction_info object, and error 131064 shows up on sends while a classification limit applies. Treat a warning as a signal to audit every utility template, not just the one flagged.

What the category does to your bill

Since July 1, 2025, Meta bills per delivered message, and the rate depends on the category and the recipient's country. Here are list rates from Meta's USD rate card effective October 1, 2026, before volume tiers and any provider fees:

MarketMarketingUtilityAuthentication
India$0.0118$0.0014$0.0014
Brazil$0.0625$0.0068$0.0068
United Kingdom$0.0635$0.022$0.022
Germany$0.1365$0.055$0.055

On that card, marketing is the most expensive template category in every listed market. In India it is roughly eight times the utility rate; in Germany about two and a half times. Some markets also carry a separate authentication-international rate for codes sent by businesses based elsewhere. Rates change on Meta's quarterly calendar, so check the current card on Meta's pricing page before you budget.

Three more category effects are easy to miss:

  • Volume tiers lower the per-message rate for utility and authentication as monthly volume grows. Marketing gets no discount.
  • Utility inside the window has been charged since October 1, 2026, ending the free period that began in July 2025.
  • Marketing is changing endpoints. Cloud API stops sending marketing templates on October 13, 2027, and Meta's guidance says utility templates reclassified as marketing must route to the Marketing Messages API. Your send code needs to read the current category.

Choosing a category honestly

A quick routine before you submit:

  1. Does it carry a one-time code? Authentication, from Meta's preset format.
  2. Does it contain any offer, recommendation, renewal push or promotion? Marketing.
  3. Is it about a specific order, booking, account or request from this person, or a critical alert? Utility.
  4. Is the content vague or generic? Marketing.
  5. Store the category Meta assigns, not the one you requested, and refresh it regularly.

Splitting a mixed message into two templates is often the cheapest fix: a utility template for the order update, and a separate marketing template, sent only to opted-in customers, for the offer.

Where Tenashi fits

Category pricing hits hardest on conversational traffic: the follow-ups, quotes and reminders a sales or support team sends all day. Every one is metered by category on the official platform, plus whatever your provider adds.

Tenashi takes a different route. It links your existing WhatsApp number by QR scan, works outside Meta's official platform, and charges a flat fee from $18/mo with no per-message charges and no categories to manage. Your team gets a shared inbox for DMs and groups, a CRM under each chat, follow-up reminders and scheduled sends. It is not a replacement for the official API at scale: there are no templates, buttons or OTPs, sends are paced, contact with people who never wrote to you is capped, and WhatsApp can still ban numbers that spam. For more on both routes, see our complete guide to the WhatsApp API.

FAQ

What is the difference between utility and marketing templates?

A utility template follows up on something the customer did or asked for, such as an order, booking or account change, and contains no promotion. A marketing template tries to drive a new action, such as a purchase, renewal or app install. Any promotional line, even in an order update, makes the whole template marketing.

Can Meta change my template's category after approval?

Yes. Meta runs recurring checks on approved templates. A utility template judged to be marketing is switched after one day's notice and keeps sending at the marketing rate. A template that should be authentication is rejected on the first day of the next month. You can request a review within 60 days.

Is a feedback survey a utility template?

Only when it is tied to a specific order, visit or support interaction, such as asking about order 4821 or yesterday's appointment. Meta says a generic request for feedback will not be approved as utility. If the survey also promotes anything, like a discount for completing it, it becomes marketing.

How much more does a marketing template cost than utility?

It depends on the market. On Meta's USD rate card effective October 1, 2026, India lists marketing at $0.0118 against $0.0014 for utility, and the United Kingdom lists $0.0635 against $0.022. Marketing also gets no volume tiers. Check Meta's current rate card before budgeting.

What happens if I keep filing marketing templates as utility?

Meta escalates. First comes a written warning, after which utility-to-marketing changes happen instantly with no notice. Next, utility volume can be rate limited for at least 7 days. Then all utility templates on the account become marketing for 7 days, or 30 for repeat cases, and finally the same across the whole business portfolio.

The category is a pricing decision as much as a wording one. If your traffic is mostly conversations rather than campaigns, get started with Tenashi and keep it on a flat fee.
