WhatsApp API Pricing (2026): Per-Message Rates Explained
You asked three providers what WhatsApp messaging costs and got three answers: one quoted per conversation, one quoted a monthly plan, one sent a spreadsheet with dozens of country rows. They are describing the same system from different angles. WhatsApp API pricing is set by Meta, charged per delivered message, and depends on two things: the category of the message and the country code of the person receiving it.
On top of Meta's rate, your provider adds its own fee. And since October 1, 2026, replies to customers are no longer free beyond a monthly allowance, which changes the math for support-heavy teams.
This guide covers the model as it stands in October 2026, with real list rates from Meta's own rate table.
Key takeaways
- Meta charges per delivered message (since July 1, 2025). Messages customers send you are free.
- The price depends on the category (marketing, utility, authentication, service, Meta Business Agent) and the recipient's country.
- Since October 1, 2026, each business phone number gets 1,000 free service messages a month. After that, replies are charged.
- Volume discounts exist only for utility and authentication. Marketing never gets one.
How Meta charges: one delivered message, one charge
Every message your business sends falls into exactly one category, and each delivered message gets one charge. Undelivered messages and messages users send you are never billed.
| Category | Message type | When you can send it | Typical use |
|---|---|---|---|
| Marketing | Approved template | Any time | Offers, launches, cart reminders, win-backs |
| Utility | Approved template | Any time | Order updates, booking confirmations, account alerts |
| Authentication | Approved template | Any time | One-time passcodes |
| Service | Free-form message | Only inside the 24-hour customer service window | Replies from an agent or a third-party bot |
| Meta Business Agent | Free-form message | Only inside the window | Replies generated by Meta's own AI agent |
The customer service window opens, or resets, every time the customer messages you. Inside it you can reply with anything. Outside it, the only way to reach someone is an approved template, and Meta decides the category from the template's content, not from the label you chose. An "order update" with a discount code tucked in is a marketing template and is billed as one. Our guide to WhatsApp template categories shows where the line sits.
Meta Business Agent is the odd one out: it is billed per token at $2.00 per million tokens, which Meta estimates at roughly 4 to 5 US cents per message.
What a message costs in October 2026
Rates are set per market. As of October 2026, Meta's rate card has 47 markets: 39 named countries and 8 regions such as "Rest of Latin America" and "Other". These are list rates in USD per delivered message, read from Meta's interactive rate table on business.whatsapp.com on October 29, 2026:
| Recipient market | Marketing | Utility | Authentication | Service (after free tier) |
|---|---|---|---|---|
| North America | $0.025 | $0.0034 | $0.0034 | $0.0034 |
| United Kingdom | $0.0635 | $0.022 | $0.022 | $0.022 |
| Germany | $0.1365 | $0.055 | $0.055 | $0.055 |
| Brazil | $0.0625 | $0.0068 | $0.0068 | $0.0068 |
| Mexico | $0.0397 | $0.0085 | $0.0085 | $0.0085 |
| India | $0.0118 | $0.0014 | $0.0014 | $0.0014 |
| Indonesia | $0.0411 | $0.025 | $0.025 | $0.025 |
| United Arab Emirates | $0.0576 | $0.0157 | $0.0157 | $0.0157 |
Marketing costs several times more than utility in every market. Service replies are priced at the same rate as utility and authentication in each market, which is how Meta designed the October 2026 change. And the spread between countries is wide: a marketing message to Germany costs more than ten times one to India.
Two details catch people out. WhatsApp currently does not deliver marketing templates to US phone numbers at all, so in practice the North America marketing rate applies to Canada. And several markets carry a higher "authentication-international" rate for OTPs sent by businesses based in another country, which our guide to authentication message pricing explains.
Treat the table as a snapshot. Meta can change rates only on January 1, April 1, July 1 or October 1, with at least one month's notice, and the October 2026 update alone changed 40 rates. Download the current rate cards from Meta (CSV and PDF, in 16 billing currencies) before you budget.
What is free, and what stopped being free
Three things cost nothing:
- Inbound messages. Customers can write to you as often as they like at no charge to you.
- The free entry point window. When someone messages you from a Click to WhatsApp ad on the Android or iOS app and you reply inside the customer service window, your reply opens a window (up to 7 days, per Meta's current page) in which marketing, utility, authentication and service messages to that person are free. Meta Business Agent messages are still charged.
- The first 1,000 service messages per number per month. This allowance started on October 1, 2026.
That third item is the biggest pricing change since per-message billing began. Service messages were free from November 1, 2024 to September 30, 2026. Now every business phone number gets 1,000 free service messages each month, with no rollover and a reset at midnight in your messaging account's timezone, and Meta charges from the 1,001st. Utility templates sent inside an open customer service window, free since July 2025, are now charged as well.
Accounts with no payment method on file by September 30, 2026 still get service messages delivered within the free tier, and then delivery stops. Eligible government bodies and non-profits keep service messages free beyond the tier through December 31, 2027. The full story, with a checklist, is in our explainer on WhatsApp service messages being charged.
Volume tiers and the marketing exception
Utility and authentication messages get cheaper as monthly volume grows. Marketing does not.
Tiers are counted per market and category (India utility is tracked separately from India authentication), added up across every messaging account in your business portfolio, and reset each month. Only charged messages count, so free entry point messages don't help you climb. The lower rate applies only to messages inside each tier, never back to the start of the month.
The thresholds are high. For North America utility, Meta's table shows $0.0034 for the first 80,000 messages a month, then $0.0032 up to 750,000, stepping down to $0.0026 above 6 million. In India, the first utility tier runs to 25 million messages. Most small and mid-sized businesses pay list rate all year. Our guide to WhatsApp API volume tiers has worked examples.
For marketing, Meta's lever is different: a max price on the Marketing Messages API, in open beta from October 2026. You set the most you will pay per delivery, and Meta charges that or less.
What your provider adds, and how to check your bill
Meta's rate is the floor, not the price you pay. If you connect through a Business Solution Provider (BSP), expect some mix of a monthly platform subscription, a per-message markup or handling fee, a per-number licence, and sometimes setup fees or a prepaid wallet. Our breakdown of WhatsApp BSP fees shows how to compare quotes line by line.
Two billing details matter. Your billing currency is fixed when a messaging account is created, though Meta now offers a Currency Migration API to switch. And businesses whose Billing Hub sold-to country is India must move every messaging account to INR by December 31, 2026, or Meta stops delivering their messages from January 1, 2027.
To see what each message actually cost, read the pricing object in the status webhooks Meta sends you:
"pricing": {
"billable": true,
"pricing_model": "PMP",
"type": "regular",
"category": "service"
}
type is regular when Meta charges, free_customer_service when a service message landed inside the 1,000 free tier, and free_entry_point inside a free entry point window. category tells you which rate applied. Meta has said billable will be deprecated, so build reporting on type and category. Our WhatsApp API cost calculator turns those counts into a monthly budget. Where Tenashi fits
If most of your WhatsApp traffic is conversation rather than campaigns, per-message pricing now meters the part that used to be free: your team's replies. Tenashi takes a different route. You link the WhatsApp or WhatsApp Business number you already use with a QR scan, and your team works it from one shared inbox, DMs and groups included, with a CRM, tickets and follow-ups under every chat. There are no per-message fees and no template approvals, and plans start from $18/mo.
The honest trade-off: Tenashi is not Meta's WhatsApp Business Platform and not a BSP. It runs on your own number as a linked device, so there are no templates, interactive buttons or green tick, and sends are deliberately paced, which makes it the wrong tool for OTPs or high-volume alerts. WhatsApp can still ban numbers that spam. Pacing and warm-up reduce that risk; they don't remove it.

FAQ
How much does the WhatsApp API cost per message?
It depends on the category and the recipient's country. As of October 2026, Meta's list rates run from $0.0014 for a utility message to India up to $0.1365 for a marketing message to Germany. Service replies cost the utility rate after 1,000 free per number each month, and provider fees come on top.
Is WhatsApp API pricing per conversation or per message?
Per message. Meta replaced 24-hour conversation pricing with per-message pricing on July 1, 2025. Each delivered message from your business gets one charge based on its category and the recipient's market. Messages that fail to deliver cost nothing, and neither does anything a customer sends to you.
Do I pay for messages customers send me?
No. Meta does not charge for messages from users to businesses, and each one opens or resets a 24-hour customer service window. What changed in October 2026 is your side of the exchange: replies beyond 1,000 per number per month are now billed as service messages at the market's utility rate.
Why is marketing so much more expensive than utility?
Meta doesn't publish a reason, but the pattern holds in every market on its rate card: marketing templates cost several times the utility rate and get no volume discount. Meta also categorizes templates by content, so any promotional line inside an order update moves the whole template to marketing pricing.
When can Meta change WhatsApp API prices?
Only on the first day of a quarter: January 1, April 1, July 1 or October 1. Meta gives at least one month's notice for rate changes, three months for pricing add-ons and six months for model changes. Check the rate card each quarter, because one update can move dozens of rates at once.
Do I need a BSP to get Meta's rates?
No. You can connect to the Cloud API directly and pay Meta's published rates with your own payment method. A BSP adds tooling, support and often an inbox, and charges for it through a subscription, a per-message markup, a per-number licence or a mix. Compare the total monthly cost, not the headline rate.
Per-message pricing rewards teams that know exactly which messages they send and why. If yours are mostly conversations, see how Tenashi works on the number you already have.
