WhatsApp API Pricing in India (2026): INR Rates Explained

Ask five Indian providers for a WhatsApp API quote and you'll get five per-message prices, often with Meta's charge, the provider's margin and GST blended into one number. That makes it hard to tell whether ₹1 a message is a fair price or double what it should be.

WhatsApp API pricing in India starts with Meta's own India rate card, which is public. Every provider builds on the same base: a per-message rate for each category, charged in INR or USD, for every message delivered to a +91 number. On top of that sit the provider's fees and taxes.

This guide shows Meta's India rates as of October 2026, the INR billing deadline that hits on December 31, 2026, how volume tiers work for Indian traffic, and what a realistic monthly bill looks like.

Meta's India rates as of October 2026

These are list rates per delivered message to Indian (+91) numbers, read from Meta's interactive rate table on business.whatsapp.com on October 29, 2026:

CategoryINR per messageUSD per messageNotes
Marketing₹0.8631$0.0118No volume discount
Utility₹0.115$0.0014Volume tiers apply
Authentication₹0.115$0.0014Volume tiers apply
Authentication-international₹2.4971$0.0304Only for eligible senders based outside India
Service₹0.115$0.0014After 1,000 free per number per month

Messages customers send you are free. Marketing to India costs about 7.5 times the utility rate, and India's marketing rate went up on January 1, 2026. The authentication-international rate, which rose on April 1, 2026, matters to foreign companies sending OTPs to Indian users; our guide to authentication message pricing explains who pays it.

Since October 1, 2026, service replies are no longer free beyond each number's 1,000 monthly allowance, and utility templates sent inside an open customer service window are charged too. For the global picture, see our WhatsApp API pricing guide.

One detail about "India": Meta prices by the recipient's country calling code, not where they physically are. An NRI using a +91 number in Dubai is billed at India rates. A customer in Pune using a UK number is billed at UK rates.

INR billing and the December 31, 2026 deadline

Meta launched billing localization for India on January 1, 2026. It applies to Solution Providers and directly integrated businesses whose sold-to country in Billing Hub is India. For them, every messaging account in the business portfolio must be moved to INR by December 31, 2026. From January 1, 2027, Meta says it will stop delivering messages from non-INR messaging accounts of eligible customers.

A messaging account's currency is chosen when it is created and can't simply be edited, which is why Meta added a Currency Migration API on June 1, 2026. If you are directly integrated, check each account's currency in WhatsApp Manager now. If you use a provider, ask which entity owns the messaging account's billing and whether they have migrated it.

On taxes: Meta's pricing page doesn't address GST, and many provider quotes include it. Ask your provider or accountant how GST applies to Meta's charges and to the provider's own fees, and compare quotes on a pre-tax basis so you are comparing like with like.

Volume tiers for Indian traffic

Utility and authentication messages to India get cheaper per message as monthly volume grows, counted across all messaging accounts in your business portfolio and reset each month. The tiers in INR, as of October 2026:

Monthly messages to IndiaUtilityAuthentication
First tier₹0.115 up to 25 million₹0.115 up to 750,000
Second tier₹0.1081 to 50 million₹0.1081 to 15 million
Third tier₹0.1012 to 100 million₹0.1012 to 20 million
Fourth tier₹0.0943 to 200 million₹0.0943 to 50 million
Fifth tier₹0.0874 to 300 million₹0.0874 to 100 million
Top tier₹0.0805 above 300 million₹0.0805 above 100 million

The utility thresholds are so high that almost every Indian business pays ₹0.115. Authentication tiers start earlier, which helps fintech and consumer apps with large login volumes. Marketing and service never get tiers. Our guide to WhatsApp API volume tiers shows how tiered billing is calculated.

What a typical Indian business pays

Here is a worked month for a D2C brand selling mostly within India, using Meta's list rates above:

Line itemVolumeRateMonthly cost
Order updates (confirmed, shipped, out for delivery)20,000 orders × 3 = 60,000₹0.115₹6,900
Marketing campaigns4 sends × 25,000 contacts = 100,000₹0.8631₹86,310
Support replies on 2 numbers16,000, minus 2,000 free = 14,000₹0.115₹1,610
App login OTPs30,000₹0.115₹3,450
Meta total₹98,270

Marketing is about 88% of this bill while being less than half the messages. That is the usual Indian pattern: transactional messages are cheap, and campaigns drive spend. The levers that matter are marketing ones: smaller, engaged segments, Click to WhatsApp ads (whose free entry point window makes follow-ups free for up to 7 days per Meta's current page), and templates that ask for a reply so the follow-up is a cheaper service message.

How to read the India rate card yourself

Rates change quarterly, so learn to check them rather than trusting any table, including this one.

  1. Open Meta's pricing page and scroll to "Rate cards and volume tiers".
  2. Download INR list rates (CSV) for per-category rates, and INR volume tiers for the utility and authentication thresholds. A PDF with both is also offered.
  3. Find the India row. The columns are marketing, utility, authentication, authentication-international and service.
  4. For a quick check, use the interactive table on business.whatsapp.com: pick India as the market, INR as the currency, then each category.
  5. Note the effective date on the page. Meta can change rates only on January 1, April 1, July 1 or October 1.

When a provider quotes you a per-message price, subtract Meta's rate for that category. What's left is the provider's margin plus tax. For everything else about the platform, see our complete guide to the WhatsApp API.

Where Tenashi fits

A lot of Indian business doesn't happen in templates at all. It happens in chats and groups: broker groups, distributor groups, coaching batches, a customer who sends a voice note at 11 pm. The official API can't read or post into the groups your number is already in, and its own Groups API is limited to small invite-only groups. Tenashi links the WhatsApp or WhatsApp Business number you already use with a QR scan and puts DMs and groups into one shared team inbox, with a CRM, deals pipeline and follow-ups under every chat. There are no per-message fees or template approvals, from $18/mo.

The limits: Tenashi is not Meta's API or a BSP, so there's no green tick, no templates and no OTP-grade throughput. Sends are paced for safety, and WhatsApp can still ban a number that spams; ban protection reduces the risk, not to zero.

FAQ

What is the WhatsApp API price per message in India?

As of October 2026, Meta's list rates for Indian numbers are ₹0.8631 for marketing, ₹0.115 for utility, ₹0.115 for authentication and ₹0.115 for service messages after each number's 1,000 free per month. Foreign businesses eligible for the international rate pay ₹2.4971 per OTP. Provider fees and taxes come on top.

Can I pay Meta in rupees for the WhatsApp API?

Yes. INR is one of Meta's 16 billing currencies. Businesses and Solution Providers whose Billing Hub sold-to country is India must move every messaging account to INR by December 31, 2026, or Meta stops delivering those accounts' messages from January 1, 2027. The Currency Migration API handles the switch.

Is GST charged on WhatsApp API messages?

Meta's pricing page doesn't cover taxes, so check with your provider or accountant how GST applies to Meta's charges and to provider fees. Many Indian provider quotes include GST in the per-message price. To compare quotes fairly, ask each provider for Meta's rate, its own margin and tax as separate lines.

Why do Indian providers quote higher rates than Meta's rate card?

Because the quote usually includes their margin and often GST. Some providers add a fixed markup per message, others charge a monthly platform fee and pass Meta's rate through. Subtract Meta's published rate for the same category to see what you're paying the provider, then compare that against the features they include.

Are WhatsApp service messages free in India?

Each business phone number gets 1,000 free service messages per month. After that, since October 1, 2026, each delivered service reply to an Indian number costs ₹0.115, the same as utility. The allowance doesn't roll over. Before October 2026, service messages were free without a cap.
